Redesign of Announcements

We have redesigned the announcements view on the dashboard to improve both design and functionality. Here are the key changes:

• Announcements are now displayed as collapsible sections, allowing users to expand the ones they are most interested in. All announcements are collapsed by default
• The design has been improved to better integrate the announcements with the rest of the dashboard
• To enhance user experience, only 10 announcements will be displayed at a time, instead of showing all at once
